On March 11, 2021, the American Rescue Plan Act was signed into law. This Act allocates $350 billion nationwide to Coronavirus State and Local Fiscal Recovery Funds. Counties will share $65.1 billion of this amount via direct allocations from the U.S. Treasury. On May 10, 2021, Saline The county was notified of an award in the amount of $10,53 2,376. Per terms of the Act, funds must be obligated by December 31, 2024, and fully expended no later than December 31, 2026.
On August 31, 2021, the Saline County Board of Commissioners approved a Framework for spending the funds received by the County. Individual programs within this Framework can be accessed by clicking on "View All Saline County ARPA Programs." Please note that while this page will attempt to provide a variety of resources to help our community recover from COVID-19, the programs and funding amounts listed are specific to Saline County's Coronavirus Local Fiscal Recovery Funding. The ARPA is a large and complex piece of legislation and other entities are receiving funding as well. These funds are to be used for five broad purposes:
- To support public health expenditures, by funding COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff;
- To address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector;
- To replace lost public sector revenue, using this funding to provide government services to the extent of the reduction in revenue experienced due to the pandemic;
- To provide premium pay for essential workers, offering additional support to those who have borne and will bear the greatest health risks because of their service in critical infrastructure sectors; and,
- To invest in water, sewer, and broadband infrastructure, making necessary investments to improve access to clean drinking water, support vital wastewater and stormwater infrastructure, and to expand access to broadband internet. Saline County has branded our ARPA programs under the name "Saline Solution" to distinguish them from other locally-funded programs.
